Liberia: Minister Amin Modad resigned after driving progress in trade reforms

Monrovia — Amin Modad, Liberia’s Minister of Commerce, has resigned after spearheading significant reforms aimed at revitalizing the nation’s trade sector. Modad, who left office amid public controversy over the purchase of a luxury SUV, also leaves behind a legacy of notable achievements in economic development.

During his tenure, Modad focused on enhancing Liberia’s participation in the African Continental Free Trade Agreement (AfCFTA) and implemented reforms within the Ministry of Commerce and Industry (MOCI). He played a pivotal role in streamlining the Business Registry, cutting down on bureaucracy, and laying the groundwork for digital transformation and solar-powered facilities. These efforts have dramatically reduced the time required for business registrations, further boosting transparency and economic growth.


Modad’s decision to step down followed increased scrutiny over the approval of a luxury SUV valued at over $90,000, which was purchased using funds from the Liberia Revenue Authority (LRA). Though the vehicle was intended for official trade-related activities, the issue sparked public debate. Despite these criticisms, the LRA confirmed that the vehicle purchase was aligned with the Ministry’s requirements and not for personal enrichment.

In his final address, Modad emphasized the progress made under his leadership and expressed his hope for continued economic reform in Liberia. “These reforms have laid the foundation for a vibrant economic renaissance,” he said, pointing to his work in modernizing Liberia’s trade policies.

The Liberian government is now considering Nyan Matheen, a former Ministry of Commerce official currently based in the U.S., as a possible successor to Modad.
