<\/a><\/div>\n\n\n\nOne day before President Joe Biden hosts 50 African heads of state as Washington vies for influence in the continent, White House National Security Advisor Jake Sullivan said the United States aims to help African countries achieve their own goals.<\/p>\n\n\n\n
\u201cWorking closely with Congress, the US will commit $55 billion to Africa over the course of the next three years across a wide range of sectors to tackle the core challenges of our time,\u201d Sullivan told reporters.<\/p>\n\n\n\n
Sullivan declined to give details, saying they would be revealed during the coming three days of bilateral and multilateral talks and a dinner hosted by Biden at the White House for his African counterparts.<\/p>\n\n\n\n
He stressed that the guiding theme would be the African Union\u2019s own Agenda 2063, its plan for sustainable socio-economic development of the continent.<\/p>\n\n\n\n
\u201cThe entire first substantive session that the president will chair at the summit is on Agenda 2063,\u201d Sullivan told reporters.<\/p>\n\n\n\n
\u201cThat is not an American document. It is not an American Vision. It is the African Union\u2019s document . . . So we are lifting up African voices and African priorities in what we are doing in this summit,\u201d he said.<\/p>\n\n\n\n
With superpower rivals China and Russia competing for influence and opportunity in Africa, the US is battling to forestall the erosion of its once powerful position in the region.<\/p>\n\n\n\n
Sullivan insisted that the summit was not about other countries, however.<\/p>\n\n\n\n
\u201cIt\u2019s not going to be attempting to compare and contrast,\u201d he said.<\/p>\n\n\n\n
\u201cThis is going to be about what we can offer. It\u2019s going to be a positive proposition about the United States, its partnership with Africa.<\/p>\n\n\n\n
\u201cWe are bringing the resources to the table in significant numbers,\u201d he added.<\/p>\n\n\n\n
He said the United States would tell the visiting leaders that it supports adding an African country to the permanent members of UN Security Council, and inviting the African Union to join the elite G-20 group of countries.<\/p>\n\n\n\n
Biden also intends to name veteran US diplomat Johnnie Carson to work full time with African nations to implement the goals that emerge from the summit.<\/p>\n\n\n\n
\u201cThe spirit of this summit is not what we will do for African nations and people, but what we will do with African nations and people,\u201d he said.<\/p>\n\n\n\n
Biden also plans a separate meeting with African leaders facing election in 2023.<\/p>\n\n\n\n
