Uganda: Experts urge strategic planning as municipalities transform into cities
As Uganda continues its transformation of municipalities into cities, experts emphasize the importance of strategic planning to ensure these new urban centers thrive and contribute to the nation’s economic growth. During a discussion on Morning at NTV, senior citizen Francis Babu, alongside Kassim Kamugisha and George Musisi, highlighted both the challenges and opportunities associated with the country’s urbanization efforts.
Francis Babu stressed the need for cities to have clear economic goals that align with their resources and potential. Citing Hoima, which benefits from oil production, he raised questions about the planning process for Uganda’s new cities. “As a country, we need to establish these cities with specific goals in mind. What will these cities produce to increase their income?” Babu asked, pointing out the importance of linking city development with economic ventures that can generate revenue.
George Musisi added to the conversation, stating that the move from municipalities to cities should begin with solid planning. “The area should demonstrate the ability to generate its resources. Our priorities seem to be misplaced,” he said, advocating for a more thoughtful approach to city development that prioritizes economic viability.

Addressing concerns about infrastructure, Babu questioned Uganda’s ability to manage new cities if basic needs in Kampala, such as waste disposal, are not adequately addressed. “If we can’t manage basic infrastructure in Kampala, how will we support the new cities?” he asked, stressing the need for proper planning, sufficient resources, and a focus on economic growth and decentralization to ensure the success of these urban transformations.
While all panelists agreed that turning municipalities into cities is a positive move for Uganda, they underscored the importance of aligning these changes with the country’s broader economic development. “What are their sources of revenue?” Babu asked, reiterating that successful city transformation depends on robust planning and economic foresight.
The discussion highlighted that Uganda’s journey of urbanization, if carefully managed, could lead to sustained growth, better infrastructure, and enhanced opportunities for its citizens.
